Access to Medical Services at VIP Consult Medical Clinic
This document aims to present the principles and main rules that a patient must respect who wishes to benefit from medical services of VIP Consult Medical Clinic. The Terms and Conditions of access are the minimum rules that complement the provisions of current legislation and possibly the provisions of the Medical Agreement signed between VIP Consult Medical Clinic and the patient.
This document respects the principle of equal treatment towards all patients, based on criteria of sex, sexual orientation, genetic characteristics, age, national belonging, race, color, ethnicity, religion, political option, social origin, disability, family situation or responsibility, trade union membership or activity, while respecting the commercial conditions agreed through contracts.
Definitions
Patient - is the person who accesses VIP Consult Clinic services.
Clinic - means VIP Consult Medical Clinic SRL
Informed Patient Agreement - the patient's consent for the provision of medical services, which has the form provided by OMS 1411/2016.
Medical Agreement - the agreement of will between Patient and Clinic regarding the provision of medical and therapeutic services.
Clinic Staff - means the Clinic's employees, officials, consultants and collaborators of any kind.
Clinic Services - are all medical and therapeutic services provided by the Clinic to Patients.
Principles Applicable to All Patients
- Clinic services can be accessed by Patients, usually Monday to Friday from 9:00 AM to 5:00 PM within the Clinic.
- Access to Clinic Services is done by phone appointment at numbers 0742956817 and 0758014644.
- Depending on the commercial policy and operational needs of the Clinic, access may be restricted or even closed.
- In exceptional cases, the patient's requested appointment may be postponed when Clinic staff provides care in priority medical cases.
- For medical emergencies, we recommend contacting the nearest emergency medical unit. The Clinic is not authorized as an Emergency Reception Unit.
- The Clinic may have operational activity organized in multiple categories of schedule/access to doctors and therapists.
- The Clinic will use all legal methods, including contracting specialized debt recovery companies, lawyers, court executors for recovering Patient debts.
- If the Patient considers that their rights have been violated, they can detail the case by email to clinica@vip-consult.ro.
- Patients have the obligation to know and respect applicable legal provisions, respectively Law 95/2006, Law 46/2003 and related legislative acts.
- The Clinic aims to provide medical and therapeutic services at the highest quality standards.
Rules Applicable to All Patients
- The Patient will respect the Clinic's schedule without being able to make complaints about not being allowed to enter before the start of the program or after its end.
- Patients will have access to medical and therapeutic specialties within the Clinic's operating schedule.
- Access to medical and therapeutic services, including the release of medical results, can only be done personally, after patient identification.
- Access to medical and therapeutic services for a minor patient can only be done after identification of the Patient and the accompanying guardian.
- When registering minor patients for accessing medical and therapeutic services, the parent/legal representative will communicate the identification data of the parents or legal representative of the minor Patient.
- When accessing medical and/or therapeutic services, Clinic staff will update Patient data, especially by phone and email.
- The Patient has the obligation to present at the established time according to the appointment.
- Parents/legal representatives of children have the obligation not to leave children unsupervised within the clinic.
- If, following access to medical and/or therapeutic services, Patients appear in the Clinic's accounting records with debts, the Patient will not be able to access any of the medical and therapeutic services provided by the Clinic.
- Obscene acts, profanity, offensive or vulgar expressions, threats of violence or any other acts against Clinic Staff are not tolerated.
- Photography, video and audio recording are prohibited in the waiting area, reception and Clinic staff offices without prior written permission.
- Suspension of medical and therapeutic services provision is done in the following situations: Patient has not paid invoices issued by Clinic; Patient or guardians are in a litigious situation with the Clinic.
Patient Rights
- The Patient has the right to medical and therapeutic services of the highest quality available to the Clinic.
- The Patient has the right to be respected as a human person, without any discrimination.
- The Patient has the right to be informed about available medical services and how to use them.
- The Patient has the right to be informed about the identity and professional status of the specialist staff.
- The Patient has the right to be informed about the rules and customs they must respect while benefiting from the Clinic's medical and/or therapeutic services.
- The Patient has the right to be informed about their health status, proposed medical and therapeutic interventions, potential risks of each procedure.
- The Patient has the right to decide whether they want to be informed if the information presented by the Clinic's specialist staff would cause them suffering.
- Information is brought to the patient's attention in a respectful, clear language, minimizing specialized terminology.
- The Patient has the right to expressly request not to be informed and to choose another person to be informed in their place.
- Relatives and friends of the patient can be informed about the evolution of investigations, diagnosis and treatment, only with the patient's agreement.
- The Patient has the right to request and receive a written summary of the investigations, diagnosis, treatment and care provided to them.
- The patient's consent is mandatory for the collection, storage, use of all biological products taken from their body.
- The patient's consent is mandatory in case of their participation in clinical medical education and scientific research.
- The Patient cannot be photographed or filmed in the Clinic premises without their consent.
- All information regarding the patient's condition, investigation results, diagnosis, prognosis, treatment, personal data are confidential even after their death.
- Confidential information can only be provided if the patient gives explicit consent or if the law expressly requires it.
- The Patient has access to personal medical data.
- Any interference in the patient's private, family life is prohibited, except in cases where this interference positively influences the diagnosis, treatment or care provided.
- The Patient can benefit from family support, friends, spiritual, material support and advice throughout the provision of medical services.
Patient Obligations
- To present a valid identity document at the Clinic reception;
- To respect the Clinic's schedule;
- To pay the value of medical services requested before their performance.
- To respect the internal order in the Clinic, peace and cleanliness;
- Not to produce noises that cause discomfort to other patients;
- To show care for the goods in the Clinic's equipment;
- To show civilized behavior towards Clinic staff;
- To respect personal and collective hygiene rules;
- To strictly respect the treatment and indications received from the Clinic's specialist staff;
- To respect the privacy and confidentiality of other patients;
- Not to consume and not to introduce alcoholic beverages into the Clinic premises;
- To respect measures to prevent and combat diseases with transmission;
- Not to disturb activities within the premises;
- Not to smoke in the Clinic premises.
